What is a Neighbourhood Plan?
The Neighbourhood Plan is a community-led framework for guiding the future development, regeneration and conservation of an area.
The Neighbourhood Plan is about the use and development of land and contains a vision, aims, planning policies, proposals for improving the area or providing new facilities, or allocation of key sites for specific kinds of development. It can deal with a wide range of social, economic and environmental issues (such as housing, employment, heritage and transport) or it may focus on one or two issues only.

Rackheath Parish Council instigated the development of a Neighbourhood Plan in April 2015. Volunteers came forward to join the Neighbourhood Plan Steering Group at the Annual Parish meeting, which held its first meeting in June 2015. A consultant was subsequently appointed in November 2015 to assist the Steering Group and funds were secured from Locality, Broadland District Council and the Parish Council to cover the costs of producing the Plan.

The Rackheath Parish Neighbourhood Plan follows a process of consultation with residents, businesses and stakeholder groups and organisations and will be scrutinised by Independent Examination, prior to going to a local referendum for final approval. Rackheath Neighbourhood Plan will be part of the statutory development plan for the area, which developers must respect when building in the parish. This statutory status gives our Neighbourhood Plan far more weight than some other local documents, such as the previous parish plans.

The Neighbourhood Plan was adopted following a public referendum on 19 July 2017. Further information about the Rackheath Neighbourhood Plan is available on the Neighbourhood Plan website –
